Do these messages show an Infobar with the info that Outlook removed
additional line breaks?
If you were to toggle that option before saving; does it work correctly
then?
You can disable this feature completely via;
Tools- Options...- button E-mail Options...- option: Remove extra line
breaks in plain text messages
