Default Permissions for not allowing users to delete items out of generic

That can be handled in the client permissions for the Inbox folder of that
mailbox. While running Outlook with a profile that has that mailbox as its
primary, bring up the Properties dialog for the folder and set permission for
the group there. Repeat for other folders.
