Default bug? altering message store location sabotages Outlook Express

It's probably a issue where the limited user doesn't have
read/write/create access to the folder that contains the OE data files.

You can verify that while logged on as the limited user trying to create
a file in the OE folder using Notepad, save it, then edit it.
