Default Outlook Rule

So there is no way the first account could be downloading the message? Add
the Account field to the view to verify the account that downloaded it.
(Turn off the reading pane, right click on the row of field names and choose
Field Chooser. Find the Account field and drag to the row of field names.)

Version of Outlook? Do the accounts use the same username, password and
mail server? Outlook should reply using the account that downloaded it.
