Drag-and-drop to Custom Task Pane

I am trying to implement a Custom Task Pane that will allow me to drag-and-
drop an email item in it. At the moment, I am getting no-where - every time I
drag over the email item I get the black circle with a line through it cursor
and the drag-drop event does not fire. I have set the allow drag-drop
properties on the user control and components to true to allow dra-and-drop
but it is not working.

What else is required to get this working? Any help would be gratefully
received.
