Of the applications you've listed, OE could be using Proofing tools
associated with either MS Word 2003 (part of Office 2003 Student/Teacher
Edition) or MS Word 97 (part of MS Works 4.5, AKA MS Works Suite 99).

Assuming you have your Office 2003 CD handy*, try uninstalling MS Works
4.5 via Add/Remove Programs then reboot. Now go to Office Update and
maker sure Office 2003 is fully patched:
