Bottom line: If the dbx file is 75KB, it is empty. If your original "saved"
folder is not in the current message store, it is gone for good. If it
disappeared from your Folder Tree, the dbx file would still be in the
Message Store, even if it was accidentally deleted, or dragged to another
folder. I have no other explanation.
In the future, some general OE advice:
Do not archive mail in default OE folders. They will eventually become
corrupt. Create your own user defined folders for storing mail and move your
mail to them. Empty Deleted Items folder regularly. Keep user created
folders under 100MB, and Default folders as empty as is feasible.
After you are done, follow up by compacting your folders manually while
working *offline* and do it often.
Click on Outlook Express at the top of the folder tree so no folders are
open. Then: File | Work Offline (or double click Working Online in the
Status Bar). File | Folder | Compact all folders. Don't touch anything until
the compacting is completed.
In Tools | Options | Maintenance: Uncheck Compact messages in background and
leave it unchecked. {N/A if running XP/SP2}.
Turn off e-mail scanning in your anti-virus program. It is a redundant layer
of protection that eats up CPUs and causes a multitude of problems such as
time-outs and account setting changes. Your up-to-date A/V program will
continue to protect you sufficiently.
And backup often.

And? You said what you did, but didn't ask a question. Did it not work?
Nope. The newly created message folder in outlook express has no messages
in it.
You dragged the file from the Desktop to the message store. Did you get
the Overwrite prompt?
Yes. But it is the same file. I dragged from the message store to the
Desktop and then back again. This was the only location I could determine
where the folder (which was deleted) was located. App. size is 75k.
Once you dragged it into the Message Store folder it should have any
messages in it in the folder you created.
I have no idea since I am unable to import from the message store nor am
I able to look at the *.dbx file using outlook express or any other
program on the computer.
Are you sure this is not a Message Store from an old identity and you are
not actually dragging it into the Message Store you currently use?
I identified the location of the message store by going to
tools-options-maintenance-store folder.
Tools | Options | Maintenance | Store folder will reveal the location of
your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then StartRunCtrl+V will put the
location in the box - Click OK and you'll see the OE files. Otherwise,
write the location down and navigate to it in Windows Explorer.
In Windows XP, 2K & 3K, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Windows Explorer, you must
enable Show Hidden Files and Folders under Start | Control Panel | Folder
Options | View.

Single folders do not import. Use this workaround.
In Windows Explorer, click on the file and drag it to the Desktop.
The only place the old save.dbx file was located was in the stored
folder. I dragged that file to the Desktop.
Open OE
and create a folder with the *exact* same name as the one on your
desktop.
Did that.
***Copy a message from any folder to the new one. You MUST do this.***
Close OE. Go back to Windows Explorer and Click Desktop and drag the
folder
I dragged the file and not the folder.
from
the Desktop to the OE store folder that you clicked on to reveal the
.dbx files. Prompt - "Do you want to overwrite......."? Click Yes.
Did that. At this point I have dragged the FILE from the stored
location and then copied it back to the stored location.
