Question 1/
Can I hide or remove the contacts default folder under My Contacts
for all users so that they only use our corporate contact database in
a public folder?

I believe not.

Question 2/
Can I change the "My Contacts" and/or "Other Contacts" labels
(headers) that appear in the folder list?

No.

Question 3/
Is it possible to remove the "in Public Folders" part of the contact
folder name? For instance, we have our main contact database (folder)
called "XZY Database". It appears in the "Other Contacts" folder list
as "XYZ Database in Public Folders". Is there anyway to remove the
"in Public Folders" part? If it's possibly programmatically that
would be good, as I can use .Net

I believe not.
