Sound: Format | Background | Sound. Make sure Send pictures with messages is
checked. (Tools | Options | Mail Sending Format | HTML Settings). Note that
only .wav and midi files are supported in OE.

Images: Insert | Picture and Browse to the folder that contains the graphic.
