You need to change the settings of OE as follows:

1) Tools, Accounts,
2) Select the account in question
3) Select Properties on right hand side
4) On Advanced Tab click: "Leave a copy of message on server"
5) Click OK

Now You should be able to download the messages in OL.

Please note that if you open OL first then the messages will be
downloaded from the server (unless you have configured it not to do so)
and you will not be able to read them in OE.
