Create the empty folder where ever you want. You only need to move the
folders for the problem identity, but usuallymoving Folders.dbx will solve
the problem. If it does, OE will have created a new Folders.dbx and you can
delete the one you moved. It is only useful if you have to also move the
other folders and then import messages from the moved folders.

Express
can only contain one file named Folders dbx
