Default Changing Phone Number Titles

Not quite. You could modify the contact form to put each field on a page in its own text box and modify the label for that box. But you cannot change the actual field names, nor can you change the appearance of the built-in phone number selector drop-down lists.

In Outllook you can change these names quite easily by modifying the Form
that Outllook uses to display the information of an individual record. If
you modify the default form then all records will be displayed with the
changed field name.
