I only want a small group of people to have access to the forms I have
created - I work for a large corporation (50,000 employees) so I need to be
able to give access to just my area.
Do I have to publish it on the organisational Forms library? What I was
planning on doing is distributing the forms via email to the required people
and then get them lo load it into their Personal Forms library - I haven't
done this as yet - Will that fix the problem?
I have checked the junk mail foler of the person I sent it to and it's not
there either.

If you haven't published the form to the Organizational Forms library on Exchange server, that's probably a large part of your problem.
Maybe some users are seeing it go into their Junk E-mail folder. Advanced Find will tell you for sure.
