YW, David, & thanks for posting back.

PA Bear,
Thanks for your help. My OE is working again.
It turned out that all of the .dbx files in the Outlook Express folder
were marked "Read Only". Checking this attritbute is the first step in the
trouble shooting guide at the link you supplied. I pulled a major screw
up a few weeks ago that resulted in a number of files in the Documents and
Settings folder and its subfolders being set to "Read Only". The OE is
fixed now, but I have a couple of other problems that are probably due to
this same thing.
Thanks for your help.

General OE Caveats:
- Don't use Inbox or Sent Items to archive messages. Move them to
local folders created for this purpose.
- Empty Deleted Items folder daily.
- Disable Background Compacting [N/A in SP2] and frequently perform a
manual compact of all OE folders while "working offline". More at
http://www.insideoe.com/files/maintain.htm.
- Do not attempt to close OE via Task Manager or shutdown your machine
if Automatic Compacting is taking place (WinXP SP2 only).
- Your anti-virus application's email scanning feature can also cause
corruption. Disable it. It provides no additional protection. --

I am using Windows XP SP2. I have just began using OE. I imported a
number of messages from Outlook, plus the address book. I think it
worked once or twice after importing the messages, but it cannot be
opened now. I have uninstalled it and reinstalled it. My computer has
1 GB of RAM and 50 GB free space on disk. It gives the following two
error messages:
"OE could not be opened. The application was unable to open the OE
message store. Your computer may be out of memory or your disk is
full. Contact Mirrosoft support ... 0X800C0, 5"
"Outlook Express could not be started because MSOE.DLL could not be
initiallized. OE may not be installed properly."
I would like to be able to open OE, even if I lose the imported mail
and address book entries.
Please help
