virus/spam checking may be involved.

You mention that you have completely removed the accounts in OE. Are
messages still being downloaded or is just the second case of server
POP3 still being polled?
Look for instances of MSIMN.EXE running. That's the main executable for
OE.
Since presumably the user is not manually starting OE, the PC might be
automatically starting it. Use MSCONFIG to check for the where it might
be started.
If MSIMN.EXE is running but you don't see it in MSCONFIG, then some
other program might be starting it. Some ISPs install connection
manager software that can be set to launch Internet applications
whenever they detect an Internet connection.
If you aren't finding MSIMN.EXE running, then I would suspect some
anti-spam software that is doing the server polling.

password (and
failing) every one minute and checking the account successfully every

minutes using the correct password. SO.. What in the heck is "left
over" that
is still checking these account in the background. Before you ask...
No ,
they don't have any other email clients like Outlook or other 3rd
party
cleints setup or even installed. No the accounts are not set up on
other
computers (they only have one). I have completely removed the accounts
in OE6
and it still check or POPs in the background. HELP! Is there a file
somewhere
I can look for and delete? I have scoured the Microsoft and the
Internet for
