Don't turn off Automatic Updates (AU). See

Enable AU Change the setting to Notify Only When 911567 is offered
again, decline to install it then Hide it Change AU settings back to
Automatic or Download But Do Not Install, if you want.

Generally speaking, install all critical updates offered by AU. Just about
all of them are uninstallable and if there's a problem with one of them,
you'll hear about it in the appropriate MS newsgroup.

I think MS just added that to discourage removal. It is not on my
machine and will never be until they fix saved eml files so they do
not appear as already sent.
IMHO, remove it.
