I can't find a setting in MSOE which can affect the viewing of
attachments, other than the security setting for blocking the display of
attachments. That should not be intermittent, though, but permanent.

FWIW, I just tested MSOE 6.00.2800.1123 (w/ msoe.dll 6.00.2800.1478).
The attachments display just fine.

Could it be that the sender is using a client which breaks MIME?
