Default New message toolbar when Word is email editor

No, that toolbar is not customizable.

I use Word 2003 as my (outgoing) email editor in Outlook. As a result,
my various customized Word toolbars appear in an "Untitled Message"
(i.e., new outgoing email message) window. Also, a generic Outlook
toolbar appears, with buttons for "Send", insert (paper clip icon),
etc.

I haven't been able to figure out a way to customize this Outlook
toolbar. When I attempt to customize the toolbars, only the Word
toolbars can be customized. The Outlook toolbar is stuck in place; the
buttons cannot be moved around; etc. Is there a way to customize this
toolbar?
