Default outlook draft folder has small pencil icon

thank you for that, the puzzleing thing is that this folder appeared in
a folder the user created and the user has no idea how it go there. so
we had to delete the parent folder to get rid of the pencil marked
folder. I'm puzzled on how it go there? the user is our CFO not the
most computer savy person.

You cannot delete any of Outlook's built-in folders. The symbol distinguishes that folder from others.
