I will check into the folder utilities.
I cannot archive email items..that is against company policy (legal
issue)

A couple of suggestions...

Have you considered purchasing a folder utility? Here are a couple

You could also do a "special" archive of the necessary folders by
exporting them to another location to be saved and then deleting them
off your MS Outlook directories.
