Default importing

Try copying the all of the DBX files from the bad drive to a new folder you
create on your presently working drive. Make sure the files are not marked
as "hidden" or "Read-Only" by right clicking them and selecting Properties.
Then try the import again. You also must include the file named
"folders.dbx" or your import will fail. During the import, point the wizard
to the folder you created that contains the DBX files and not to the DBX
files themselves.

Did you try the import using File/Import/Messages, selecting From a
Message
Store, and then pointing to the folder that contains the old DBX files
and
not to any individual DBX file?
