Sue, one thing that we have seen when doing the "drag 'n drop" process
within Outlook on very large contact folders is endless messages about
memory (or lack thereof) or variations thereof when some addons are in play
which can make this a very tedious process (and we weren't using "minimal
config" systems in these scenarios). For smaller folders - this process
works like a charm. Just mentioning this as a FYI.

All you need to do is drag the items from the folder in the .pst file to the
folder under Public Folders.
