Hi,
First of all, open Outlook Help Activate Product. Make sure Office is
activated.
If it fails, you could try the following steps-
Open registry editor. (Start Run regedit)
Back up the registry.
This key is found in the following location:-
HK_Current_User\Software\Microsoft\Office\11.0\Out look\Options
Delete following DWORDs - DisableHTTP, DisablePOP3, DisableExchange,
DisableIMAP, DisableOtherTypes for which the value is set to 1
Restart the machine and try again.

I recently purchased a copy of Office Professional Edition 2003 - Home use
