Just copy the PST (with Outlook closed) to the other machine and open it
there.

Try to add it manually. ToolsOptionsOtherAdvanced OptionsCOM
AddInsAdd. Browse to C:\Program Files\Microsoft Office\Office10\Addins,
select outbak.dll, and click OK until you are out of all dialogue boxes.
Stop and restart Outlook.
