BTY, SpamBayes is an open source project which gives very good results.

Since rules are string-based and cannot perform quantitative numeric
comparisons, I can't think of a good way to do that off the top of my head.
I have no experience with Spambayes, so I don't know if it can manipulate
messages based on that rating.
