I rebooted and was able to copy it before running Outlook. All is okay now.

It appears that Outlook (or some other product that interfaces to Outlook
or is a MAPI client) is still running. Log out and back in again, holding
the Shift key down while you do so that nothing in your Startup areas
starts and then try to copy it.
