No mail programs support polling a server that frequently because it's
inconsistent with the POP3 paradigm; it's way impractical from both traffic
and load perspectives.

Sounds to me like IM would be a better fit for your apparent communications
needs.

I suggest you double check before you make such a stupid claim,
there are in fact many such programs in example Pegasus.
