Are you choosing File | Import | Messages | Microsoft Outlook Express 6 and
checking Import from an OE6 Store Directory and pointing to where you saved
the dbx files?
Did you uncheck the Read Only attribute *after* copying to the new HDD? And
did you include Folders.dbx when you copied the files? Failing to do either
of these will prevent an import.
Review the links I gave you. There must be a step you missed.

Are they in dbx files or are they in Hotmail folders? Hotmail folders
only mirror what is on the server, so you would have to download them
again.
If you are referring to a POP3 account, You have to copy ALL the dbx
files to CD. Download them to a folder on your new machine's HDD | Remove
the Read Only attribute and then import.
