START | All Programs
Select Program Access and Defaults
(It's also in Control Panel | Add/Remove Programs)

Select Custom and set OE as the default email program.

You can do it there or from Internet Explorer's Tools | Internet Options |
Programs tab

You can also do it from the command line

START | Run

type in "C:\Program Files\Outlook Express\msimn.exe" /reg

include the quotes above and press ENTER
