Can reminder on Outlook be set to remind as soon as PC turned

No. Outlook must be open to fire reminders. There are third party programs
that open a stub of Outlook to give reminders and new mail notifications,
but note, they all open part of Outlook.

After furious head scratching, jtrussell asked:
