Do not choose any condition on the first list of choices. Simply click
Next. Outlook will tell you that the rule will be applied to all messages
and ask you if that will be OK. You'll see the action list next and there
you specify the "delete it" action and, if you wish, the "mark it as read"
condition.

I did it after the message arrives on this machine only, a e i u o y
into deleted. But it does not say that it deletes them all EXCEPT

After choosing the action and clicking Next, you'll be presented a list of
exceptions. That is where you find the "except if" conditions.
