Go to Hotmail's web site and set the rules for it there. Message Rules in OE
do not work for Hotmail.

I've setup rules (OE 6) to delete certain emails.
However, these rules work only for one email account (my non-hotmail
account).
But I've got 3 other hotmail accounts and for these accounts the rules
