Default Assign Task problem-Can't accept or assign

Outlook 2003 for both myself and the person I'm trying to send Tasks to. She
can't receive any and I can't. The task shows up in the inbox for us both
but nothing happens when we try to accept or decline.

After furious head scratching, DOL asked:
