Because OE does not filter on HTML messages or part the HTML part of a
message. Never has. It will only look at the text part. Believe me, it's
been asked for since OE5.0, I know I asked during the beta.

What OE really needs is a filter that says "Only download messages that
satisfy the following criteria".
