Usually its from the sender's end with a non-compliant messaging program.
You can do a CTRL-F3 on an open message to determine what program they are
using. Tell those individuals to send with plain text only.

It seems my OE can't de-code some messages. It happens to different

sent by different people. Some times they are normal, other times
unreadable.
