Default You don't have appropriate permission to perform this operation

Very interesting! If you still have some Outlook 2003 users in that state, could you try some of the more granulat /safe:# switches to try to pinpoint where the problem might lie:

/safe:3 Starts Outlook with extensions turned off, but listed in the Add-In Manager.
/safe:4 Starts Outlook without loading Outcmd.dat (customized toolbars) and *.fav file.

For those of you who may have similar error message when creating outlook rule to have "server reply with a specific message"
this seems to be a bug related to Outlook 2003 and Outlook 2000 where I was able to get around this problem for Outlook 2003 users
Simply running outlook 2003 in safe mode, will allow you to create the rule without error.

For Outlook 2000 clients, still trying to solve the issue.

I don't understand and don't know where to look at this issue.
People get error message "You don't have appropriate permission to perform this operation"
When they create a rule in Outlook to by choosing option "Have server reply with specific message"
