There is a rights issue somewhere that are not in sync between client or
Exchange server.
Or it could be exchange server alone be acting up.

Very interesting! If you still have some Outlook 2003 users in that state,
could you try some of the more granulat /safe:# switches to try to
pinpoint
where the problem might lie:
/safe:3 Starts Outlook with extensions turned off, but listed in the
Add-In Manager.
/safe:4 Starts Outlook without loading Outcmd.dat (customized toolbars)
and *.fav file.

this seems to be a bug related to Outlook 2003 and Outlook 2000 where I

able to get around this problem for Outlook 2003 users
Simply running outlook 2003 in safe mode, will allow you to create the
rule
without error.
For Outlook 2000 clients, still trying to solve the issue.
