Safe mode also disables COM add-ins, as well as the older add-ins in the Add-in Manager. Not all COM add-ins will show in the COM Add-ins manager dialog, though. In particular, those registered in HKLM will not be visible to the user. The VBA sample at
http://www.outlookcode.com/codedetail.aspx?id=376 creates a report on *all* COM add-ins that might reveal something.
