Default Outlook 2003 is inaccessible - 2007 won't install

I have exactly the same problem. I have tried uninstalling and removing
all office registry entries and files on the system but to not avail.
Every installation of office since (and I've tried loads) brings the
same error message and publisher error whether 2003 or 2007!

I cannot get this to work.
