The problem with sending any attachment is that the attachment must be
encoded as text.
This adds 33 1/3 % to the size.
If the picture is 1 MB, then the size will be 1.33 MB.

If everyone had DSL or cable, the size wouldn't be a problem.
Send a resized photo. They can always ask for the higher quality photo.

If you embed, insert the photo into the email, one would have to save it
