Default how you number each date with a count number?

I suspect this feature has been requested of Microsoft a number of times. I
don't know of any built-in way to do it, but that may just reflect my
ignorance.

For instance:

January 1st is 1 / 364
January 31 is 31/334
February 1 is 32 / 333

and so forth

and to take in account February 29th in the years it shows up?
