PRF files can't do that. Perhaps you should consider creating a new mail profile with only the desired services. Or, look into the other mail profile management tools that may be able to do more than PRF files can; see

these settings. If I comment out the service removal info, Outlook starts
fine.
I am yet to discover anyway of removing the POP3 accounts programmatically.
