Time Zone Terror!

This seems like a "brute force" method to solve this problem. Surely
Microsoft made some provision for changing the time zone on a computer
without trashing the calendar.....

- set your time zone back to the old one
- export your Calendar to a CSV file using the File menu Import & Export
command
- delete all the items
- change time zone to the new one
- import the CSV into the Calendar

I changed the time zone on my computer (I moved to a new time zone), and
found that all of my all-day appointments now span two days.
My first impulse was to change the time zone back, but now I have some
appointments showing the two-day span, while others are correct.
I have treid various time zone combinations with no success. Some of the
holidays seem to be permanently out of sync, no matter what time zone I
try
to use.
How can I get back my correct calendar times?
