No. If she can get into the identity, she can change the message rules.
If the issue is that they are sharing a single mail account and want to
keep there mail separate, the better way is to get separate mail account
for each. If their ISP doesn't offer truly separate accounts, then look
into something such as one of them using a gmail account which allows
free POP3 access.

identities with different Message Rules. This would allow emails to
