Default "Command Failed To Execute" in OE6

Hi,
I am running Win XP SP2 with OE6 as my email. I have ALL of the
latest Windows updates and am having the following problem.

When I get an attachment, whether it is a photo or doucument and I
try to click on the attachment to OPEN it, I get the message that the
"Command Failed To Execute" and of course then, I cannot open it.

I have checked the SECURITY settings in the options and BOTH of the
check boxes that could keep attachments from being seen are
UNCHECKED"/

Is there something that I can do to eliminate this situation OR is
there a way to re-install just the Internet Explorer and OE6 in SP2
without having to re-install SP2?
