I too have encountered this behaviour in Outlook 2002 with one user that is
using POP3 e-mail. I have yet to find a solution. Any help would be
appreciated.

- deleting and recreating the user profile
- checking date/time options
- reinstalling Outlook (and SP, and patches)
- checking regional options

Finally, I came to the conclusion that something must be wrong inside the
user's mailbox. I then created an extra pst file for this user, moved
mail/contatcs items in the pst, deleted the mail accout via the control
panel, deleted the mailbox of this user on the server, recreated the
mailbox, recreated the account, moved items from the pst back in the
mailbox. At this stage the user was able to create appointments in the
expected way.
