Outlook Web Access is an Exchange Server product. So if you have an
Exchange server, ask your IT how to get to it. If you don't have one,
then you don't have Outlook Web Access.

I found a solution for it: If you can open Outlook Web Access, go into
rules
from there and most likely one of the first rules will be something along
the lines of "De-categorize all messages" or something like that. It is
a
rule that definitely looks out of place. I deleted that one and saved,
then
i could edit my rules from within outlook again.

How? It won't let me into the Rules area at all.

you'll need to recreate the rules.

The error message I get in Outlook 2003 after uninstalling 2007 and
re-installing 2003 is "Your stored rules appear to have a bad format"
