I have even tried a complete reinstall of XP Home

When I try to run gpedit.msc as suggested, I'm told that
the program does not exist.

Search for *.msc so you find the directory where its located.

Steve,

The OS is XP Home. Apparently it doesn't have Group Policy
utilities by design.

(Microsoft.com search for
gpedit "XP Home"

So, the best alternative is to edit the registry using Regedit.

Got a .reg file handy? EG

BTW I have no idea what the OP is looking at which requires
use of gpedit.msc. If it's in a KB article somewhere I suspect
he could be looking at instructions for XP Pro users by mistake.
Usually KB articles meant for both systems have to include
both techniques for changing registry values.

FYI
