The users .pst folder is messed up. I tried removing and
re-importing. But they end up showing like 3 personal folders, that

You corrupted the mail profile and uninstalling Outlook won't affect that.

SO I tried un-installing outlook via add/remove and then
re-installing old problem came back.

So what I would like to do is do a COMPLETE un-install without
reformating the entire hard drive.

You do not have to uninstall at all. Just create a new mail profile.
Control PanelMailShow ProfilesAdd.
