IE 7 and Outlook Express
Please expand on "OE6 would reset everytime".
Uninstalling IE7 B3 returns you to IE6: You don't need to reinstall
anything.

Outlook Express is a part of Internet Explorer 6, (not 7), and they
both are part of your OS. Did IE6 and OE6 ever work?
Control Panel | Add/Remove Programs | Add/Remove Windows Components. Is
Internet Explorer and Outlook Express checked?
